Guidelines for risk assessment involving health, safety and the environment.

1. Purpose

The guidelines must ensure that risk assessment for health and safety and the environment at the University of Bergen (UiB) is carried out and documented in line with the requirements of the authorities and internal policies.

3. Scope

The guidelines apply to work/activities under the auspices of UiB. If a coordination agreement exists regarding health and safety and the environment with any other establishment the applicable coordination agreement must be followed.

4. Responsibilities

Line managers are responsible for ensuring that the guidelines are publicised and monitored within their area of responsibility.

5. Definitions

Undesired incident: Incident or situation that can cause harm to/problems for humans, material goods or the environment.

Risk assessment: Identification of undesirable incidents, followed by a systematic review of what might cause undesirable incidents and what consequences these may have for the working and learning environment. The risk assessment must identify risk-reduction measures and provide a basis for the emergency preparedness work.

Risk acceptance criteria: Predefined criteria forming the basis of any decision regarding acceptable risk.

CIM: Digital support tool for risk assessment and emergency preparedness.

Line manager: The University Director, the Dean, faculty director, department director and head of department or equivalent, who has the ultimate responsibility for health and safety and the working environment in the unit.

6. Organisation and approvals

Within his/her area of responsibility, the line manager or his/her representative shall:

  • Appoint one or more resource persons to assist in the work of risk assessment.

  • Ensure the risk assessment is documented.

  • Ensure the risk assessment is carried out before activity starts and that it is updated regularly or in the event of changes that may affect the risks.

  • Take part in and carry out risk assessments consisting of:

1) Planning

  • Identification and description of areas for risk assessment.

  • Participation of user representatives (employees, students and safety delegates)

2) Risk analysis

  • Identification of undesired incidents that can occur within chosen areas.

  • Reviewing the causes and consequences of the undesired incidents.

3) Evaluation and handling

  • Comparison of findings with risk acceptance criteria.

  • Evaluation of existing measures.

  • Identify new measures to reduce probability and consequences.

  • The measures must be prioritised, form part of the Unit’s HSE action plan and be carried out.

Resource person for risk assessment:

  • Must be a driving force and supervisor for risk assessments.

User representative:

  • Must take part in the risk assessments and the development and carrying out of measures.

The HSE Section:

  • Can where necessary assist in risk assessment.
